Enterprise Zones: Do they create or transfer value?

Simon Wainwright’s article on the lessons learnt from the Enterprise Zones of the 1980s has been published in Volume 5, Number 2 of the Journal of Urban Regeneration and Renewal.

The article considers whether providing economic stimuli creates, distorts or simply transfers value.
